It depends on you, really.
As a professional web developer I quote for a freelance project based on a rate of £30 per hour, but if I were doing it as a hobby or for a friend I wouldn't charge so much.

I usually go with something around $15/hour. Not sure how that translates into other currency. There's always the option of doing it in one payment instead of hourly. Depends how much time you think the job will take you.

I personally charge $25 an hour unless it's a friend then it's either free or a package flat rate (but still cheap).
It all depends on you and your skills. If you're capable of pretty much anything and everything, you're worth more.

Well stating a quote reaaly depends on what you actually have to make.
I charge a around € 300,00 for a complete website , which contains a small self written CMS system that allows me to just make a custom template/logo/design for the customer , and you are ready to go. but some just need a 2 page website to store some company info.
Also a quote is based on experience and your portfolio.
A good hist for starters is to go out and ask around at the local webdesigners who also have an "office" go there or call them what they charge you if they had to make a website for you. based on that you can charge a competitive price.
